 Billy's mother does not let Billy  have a gun until he's 21 years old. I have had a similar situation. One time I really wanted to know how to drive a car but I was too young, I was only six years old. I was so young and small that I could not even reach the car pedal. I think my parents told me that I couldn't drive until I was 21 because only people that are old enough can drive, and people that can  actually reach the pedal! So I think that before I was just acting a little silly.
